Chemical Substance Management System
The Dexerials Group believes that thorough compliance in the management of chemical substances is indispensable to the continued provision of safe and secure products to our customers in the future. To put this belief into practice, we have established and operate the Chemical Substance Management Committee, consisting of members from all divisions that are involved from the introduction of raw materials to product shipment.
This committee shares information and considers responses regarding updates to Japanese and international chemical regulations, proper management of chemical substances used in the company, and their potential impact on products. In fiscal 2024, the committee met monthly to share the latest regulatory information and coordinate responses.
Compliance with Laws and Regulations
Compliance with laws and own standards
As well as managing the use of chemical substances in the Company’s business activities, we check and deal with regulatory aspects of matters ranging from the purchase of raw materials to product design, manufacture, distribution, import and export, to ensure that the Company responds appropriately to recent legislative amendments relating to chemical substances both in Japan and other countries (e.g. Act on the Evaluation of Chemical Substances and Regulation of Their Manufacture, etc. and EU REACH Regulation).
Imports and exports of chemical substances may require procedures such as notifications and registrations. The Dexerials Group responds to such regulatory requirements through local sales or manufacturing subsidiaries or consulting companies.
Response to the Pollutant Release and Transfer Register (PRTR) Law
At Dexerials, based on the PRTR system*1 under the Act on Confirmation, etc. of Release Amounts of Specific Chemical Substances in the Environment and Promotion of Improvements to the Management Thereof, we estimate*2 and report the amounts of substances released and transferred.
The amount of substances emitted and transferred at each business site in fiscal 2024 is as follows.
- *1 PRTR System: The PRTR (Pollutant Release and Transfer Register) is a system that requires business operators handling chemical substances potentially hazardous to human health or ecosystems to estimate the amounts released from their facilities into the environment (air, water, and soil) and the amounts transferred off-site as part of waste, and to report these data to the government. The national government then compiles the reported and estimated data and makes the total release and transfer amounts publicly available.
- *2 We have adopted a method of distributing the actual purchase value of chemical substances to the amount of emissions and transfers using a distribution factor (a method in which the amount of chemical substances transferred and released in the manufacturing process is set as a coefficient, and the actual amount corresponding to fluctuations in the actual purchase value is calculated).

Responses to Laws and Regulations Relating to Chemical Substances
We investigate, check, and respond to laws and regulations relating to chemical substances to ensure appropriate responses to chemical substance laws and regulations in Japan and other countries. Furthermore, we continually obtain information on relevant chemical substance laws and regulations of other countries from multiple regulatory information sources, and in addition to the abovementioned system, we disclose the information on the internal portal site to ensure continued appropriate chemical substance management.
In fiscal 2024, we promptly obtained details of international treaties and proposed regulations regarding chemical substances with a significant impact on the Dexerials Group, and shared the regulatory schedule internally. We also continuously monitor and review domestic and international regulatory trends regarding organic fluorine compounds (PFAS) and take appropriate measures in response.
Appropriate Management of Chemical Substances
Because chemical substances can pose risks to human health and the environment, we conduct risk assessments for all substances prior to their introduction and maintain them in a centralized database. All applications submitted in fiscal 2024 have been fully evaluated.
We also provide employees with e-learning and internal training on legal requirements—such as the Poisonous and Deleterious Substances Control Act—and on proper handling procedures to ensure safety.

Education on Chemical Substances Management
Since the Dexerials Group frequently uses chemical substances, we provide employees with education through e-learning, internal training programs, and virtual reality (VR) systems regarding legal requirements, such as the Poisonous and Deleterious Substances Control Law, and handling of chemical substances to allow them to simulate experience accidents involving chemical substances.

We are also engaged in making information on laws and regulations on chemical substances in each relevant country easily viewable, so as to ensure appropriate management of chemical substances on a continuous basis.
We identify early the details of proposed regulations on chemical substances that have a significant impact on our Company. We then share the schedules for the regulations internally and discuss how to respond to them throughout the Company.
